Toyota fuel pump support programs for 2014-2020 vehicles: coverage runs to 2036 or for 15 years

Models 4Runner, 86, FJ Cruiser, Avalon, Avalon Hybrid, Camry, Camry Hybrid, Corolla, Corolla Hatchback, Highlander, Highlander Hybrid, Land Cruiser, RAV4, RAV4 Hybrid, Sequoia, Sienna, Tacoma, Tundra, Yaris

Two Toyota Customer Support Programs cover defects in the low-pressure fuel pump on 2014-2020 vehicles, according to Toyota dealer letters dated February 9, 2023. The first, 23TE04, covers approximately 2,933,900 vehicles whose pump was repaired under one of four earlier Toyota field actions. The second, 23TE05, takes in approximately 999,500 vehicles that were not previously part of a low-pressure fuel pump recall or special service campaign. Both stem from a Denso low-pressure fuel pump class action settlement that a federal court approved on December 20, 2022. The letters are more than three years old, but one program’s end date is July 15, 2036, so owners of a listed model should have a Toyota dealer check the VIN.

Two programs, two groups of vehicles

Program 23TE04 is for certain 2014-2020 vehicles originally equipped with low-pressure fuel pumps that were repaired under Safety Recall 20TA02, Safety Recall 21TA03, Safety Recall 21TA05 or Special Service Campaign 21TC03. Its letter lists the 2014-2015 and 2018-2019 4Runner, 2018-2019 86, 2014 FJ Cruiser, 2018-2020 Avalon, 2019 Avalon Hybrid, 2018-2020 Camry and Camry Hybrid, 2018-2020 Corolla, 2019 Corolla Hatchback, 2014-2015 and 2018-2019 Land Cruiser, 2017-2019 Highlander and Highlander Hybrid, 2019-2020 RAV4, 2019 RAV4 Hybrid, 2018-2020 Sequoia, 2017-2020 Sienna and Tacoma, 2018-2020 Tundra, 2019-2020 Yaris Sedan, and the 2020 Yaris Hatchback and Yaris R.

The 23TE05 program reaches certain 2015-2020 vehicles with no earlier pump recall or campaign. Its list covers the 2015-2019 4Runner, 2015-2020 Land Cruiser, 2018 Avalon, 2019-2020 Avalon Hybrid, 2019-2020 Camry and Camry Hybrid, 2019-2020 Corolla and Corolla Hatchback, 2019-2020 RAV4 and RAV4 Hybrid, 2019-2020 Tacoma, and 2018-2020 Sequoia and Tundra.

Several model years appear on both lists, split by each vehicle’s pump recall or campaign history.

What is covered and for how long

Both letters define the covered condition as “defects in the material or workmanship of the low pressure fuel pump.” If a dealer verifies that condition, the vehicle “will be repaired with a new low pressure fuel pump.” The letters list no symptoms, and dealers must confirm the condition by inspecting the vehicle.

Under 23TE04, coverage “will be offered until July 15, 2036 and up to 150,000 miles whichever comes first.” The 23TE05 coverage “will be applicable for 15 years from the date of first use, regardless of mileage.”

The letters also let dealers claim a loaner or rental vehicle under the program if the car will be held more than four hours or the customer reasonably demonstrates a need for one, and up to $250 for towing if the vehicle has the condition and cannot be driven to the dealer.

Conditions and limits

The work must be done at an authorized Toyota dealer, on the same terms as the New Vehicle Limited Warranty. Damage from abuse, an accident, theft or vandalism is not covered. The 23TE05 letter adds that salvaged vehicles, inoperable vehicles and vehicles with flood-damaged titles are not eligible.

Toyota states in both letters that the program is not a recall or a service campaign, and that it “is provided to reassure owners that Toyota stands behind the reliability of our vehicles.”

A court-appointed administrator mailed owner notices between September 22, 2022 and November 4, 2022. Questions about repayment of earlier out-of-pocket fuel pump repair costs go to the settlement phone line, 833-512-2318. Other program questions go to a Toyota dealer or the Toyota Brand Engagement Center at 1-888-270-9371.

Record numbers

NHTSA holds the 23TE04 letter as manufacturer communication 10235217 and the 23TE05 letter as 10235218. A VIN can also be checked for open safety recalls at nhtsa.gov/recalls.

What to do

  • Ask an authorized Toyota dealer, or the Toyota Brand Engagement Center at 1-888-270-9371, to check your VIN against programs 23TE04 and 23TE05.
  • Run the VIN through NHTSA's recall lookup at nhtsa.gov/recalls for open safety recalls; the letters say these programs are not recalls.
  • If the dealer verifies a defect in the low-pressure fuel pump, the letters say the vehicle is repaired with a new pump; the work must be done at an authorized Toyota dealer.
  • For repayment of earlier out-of-pocket fuel pump repairs, the letters send owners to the settlement phone line at 833-512-2318.
